With the deepening of globalization, local industrial clusters in developing countries continue to be embedded into the value chain and access to rapid development, but because of the technology locked, rising labor costs, shortage of resources, trade barriers and increased environmental pressures and other factors, the impact of local industrial clusters in developing countries encounter a problem in urgent need of upgrading, so how to rise up the global value chain and access to high value-added are major problems faced by the cluster.This article is written for that, By using the global value chain theory and the analysis of the current situation of local industrial clusters, this article focuses on the upgrading of local industrial clusters goals and ideas in Hebei Province, and put forward proposals from three aspects about the problems that Jinzhou textile industry cluster encountered in their upgrading. For the clusters that have already embedded in global value chains and have a strong competitive advantage, it should expand the range of target markets and build brands, but for those although embedded in value chain but weaker competitiveness should strive to be of higher quality and high technology capabilities of global production base, those yet embedded in the global value chain, it should strive to improve production capacity, seeking the opportunity to enter the value chain. And Jinzhou textile industry cluster belong to the second category that has been embedded in global value chains but not gained a competitive advantage, the paper proposed upgrade recommendations from the government, leading companies and clusters own building.
