In most of the enterprises, human resources management focuses on enhancing jobskills. However, they neglect the importance to design and develop the employees’ career.Grassroot managers are the mainstay of the company’s business development andoperations management. However, the selection and appointment of grassroot managerslack of a clear and reliable quantitative selection criteria. Reasonable use of the quality ofpersonnel evaluation tools for personnel management services will lay a solid foundationfor human resource development and utilization, and gain a competitive advantage.This paper starts from the organizational structure and business operations of ChinaMobile Maoming Branch. It presences the problems of career planning and trainingplanning of grassroot managers in the enterprise. Next, the paper describes the conceptand process to build grassroot management competency model. It focuses on research forthe competency model of grassroot managers, who serves as both primary managementfunctions and technology backbone elements. This article studies the application effect ofthe assessment tool in the management quality evaluation of the grassroots. It comparativeanalysis the advantages and disadvantages of various types of quality assessment tool, anddraws the appropriate assessment tools portfolio for the grassroot managers. Finally, thispaper explores the multi-level application of the evaluation results. This article providesan example of quality evaluation methods and applications for the grassroot managers. Itcan also provide a reference for the human resources planning and development ofgrassroot managers of the similar type of enterprises.
