Abstract:It was well known that human resources was a primary resource for competition by enterprise, and how to attract, develop, retain and motivate backbone of talent had been a large problem for all enterprise. As a leading enterprise in rail transportation industry in domestic, the problems of employee satisfaction and employee engagement becoming lower and loss of backbone of talent became more and more obvious as a result of lacking perfect occupation development mechanism in A company. So, A company would establish a system of occupation development channel to meet the growing demands of employee occupation development, encourage employees to grow up quickly, and continuously improv the contribution of core talents on corporate core competence.This paper established a system of occupation development channel which was quantized and applied to everyone based on position classification. Specific ideas:through literature research and comprehensive diagnostics and analysis for the situation of A company’s position management and occupation career management, firstly, designing position category and position level, secondly, designing dual-channel model including administrative occupation channel and professional&skills occupation channel; then designing occupation development channel frame and occupation development level respectively based on position category and position level; thirdly, designing the evaluation factors, factors weights, evaluation criteria, results calculation about occupation development channel and the principles and conditions of occupation development lateral path in accordance with the company’s strategy demanding for organization’s core capability; lastly, designing the security mechanism for the implementation of occupation career management in A company.Through the literature study, interview, experience and other methods, A company’s position was divided into6categories,25functions and104sub-functions based on the frame of "Category-Function-Sub-function"; position level was divided into4layer and11level based on the frame of "layer-level"; then designing the dual-channel model including administrative occupation channel and professional&skills occupation channel. Moreover, administrative occupation channel referred to occupation manager channel, professional&skills occupation channel including professional management channel, marketing channel, R&D technology channel, process engineering channel, support technology channel and operating skills channel.
