Whether the distribution of industries is reasonable is an important manifestationof the good or bad effects of a national and regional resource allocation. According toregional economic development requirements, choosing the correct leading industriesand rational planning of industrial layout will greatly promote the economicdevelopment and optimization of industrial structure.Inner Mongolia’s economy has entered the new development stage of "12thFive-Year". In the face of domestic and international environment for industrialdevelopment, a series of work are key to determining suitable leading industry andachieving rational distribution that formulating the "12th Five-Year” Plan, includingtransforming economic growth mode, adjusting and optimizing industrial structure,etc.The thesis is mainly divided into four parts: The first part summarizes the theory ofleading industries and industrial layout and reviews the scholar’s relevance studiesachievement at home and abroad. The second part analyses the current situation ofindustry development in Inner Mongolia. First of all, it analyses the three majorindustries, non-resource-based industries and strategic new industries.Then, it analysesthe competitive advantage of industrial development in Inner Mongolia, using thesix-factor theory of Porter "diamond" mode. The third part empirically analyses theleading industry of Inner Mongolia. From the meaning and principle of choosingleading industry, the evaluation index system of choosing leading industry is built outon the basis of Inner Mongolia’s actual situation. According to the principal componentanalysis, it established the evaluation model and obtained the analytical results. On thebasis of the concept of cluster development and circular economy, it forecast the trendof Inner Mongolia’s leading industrial layout. In the last part,the measures aboutleading industrial development are proposed.First of all, it posed the developmentcountermeasures both optimizing and upgrading the traditional leading industry andcultivating new industries. Next, it put forward to promoting the development ofindustrials clusters by the use of the government role and the corporate role. Finally, itrecommended continuing to promote the recycling economy development.The conclusions are as follows. In the “12th Five-Year” period, coal industry,metallurgical industry, power industry, chemical industry, mechanical and electricalmanufacturing, and high-tech industries should be selected as the leading industry in Inner Mongolia. In the coming period, Inner Mongolia should focus on giving priorityto the development of economies of scale and comparative advantage industries,toimprove the degree of clustering, formulate the industrial layout according to theconcept of circular economy.
