Recently, telecom operators face the situation that broadband network has expanded rapidly, while the revenue has grown slowly, and technology has alternated fast. In the meantime, the maintenance quality and efficiency, customer’s satisfactions are reducing, the human cost is rising in operation and maintenance work of stub network. As the first interface to customers, people who operate the stub network are facing customers directly, so the operation and maintenance work on stub network has strategic significance to improve customer’s satisfaction and market competitiveness, but since large-scale network, many kinds of technology involved, complex personal composition, and limited investment on human resource, the operation quality has been improving very slowly. As a direct operator, staff’s work attitude and ability have great influence on the quality of operation and maintenance. Therefore, based on the study of human resource management system, this research is aiming to improve staff’s satisfaction and sense of belonging, and to improve labor productivity and work quality by solving the salary, incentives, career development issues.According to actual situation of certain telecommunication province company, seizing the important factor of human resource in network opera-tion and maintenance work, through policy analysis, present situation anal-ysis, multi-dimensional qualitative and quantitative analysis, this study will solve the existing problems and provide the corresponding solutions for this province company from target optimization, resources allocation, team construction, personnel management, assessment and incentive mechanism and other aspects.
