After the restructuring of telecom industry in 2008,3G applications represented by internet of things.mobile payment,smart phone applications,have gotten an eruptible development with the release of 3G licenses.Communication operators come into to a new era of mobile internet operations.At the same time,communications operators pay more attentions to quality of service and perception of customer in the fierce competition situations, high requirement of enterprise operation and maintenance management is put forward to communications operators by all above.Especially,China telecom company who puts forward the strategy of "customer-focused information technology innovation" has a hug pressure of strategic transformation,the IT operation and maintenance departments of China telecom face with a wide range of internal and external pressure,they need continually tring and optimizing to improve the management of their IT operation and maintenance.IT operation and maintenance departments of Y telecom company which is a medium-scale branch of China telecom group,also face the same problem. The purpose of this research project is analyzing the problem of IT operation and maintenance management of Y telecom company, who is in a fierce competition and strategic transformation situation,and finding a new method of IT operation and maintenance management which could be implemented.First,the paper researches the mature theory about IT operation and maintenance management,such as ITIL,COBIT,ESM,ITSM,and researches IT network management system which is a tools of IT operation and maintenance management.Then, the paper analyzes the problem of IT operation and maintenance management in Y telecom company according to the responsibility of IT operation and maintenance management,and finds the corresponding solutions.But these solutions are only theoretical outcomes,the key problem is how to practice.Finnally, the paper propose a new project which is "management of IT operation and maintenance based on integrated network management system".The project has four major ideas.First,according to the "service delivery" theory in ITIL and IT control theory in COBIT,it optimizes the existing IT network management system and builds a monitor management platform,in order to increase business monitor capability and improve the level of automatization.Second,according to ITSM and the "service support" theory in ITIL,it optimizes the service management platform which centers on IT service desk,and integrates with monitor management platform by event management.Third,it builds a maintenance task platform which integrates tasks,posts and staffs.The three platforms constitute the basis of integrated network management system.Fouth,it builds an integrated management platform based on the three fundamental platforms.According the theory of task performance, the project designs a performance model in order to realize quantitative assessment.And,according the theory of balanced scorecard card(BSC), the project builds a performance index system of IT operation and maintenance.
