Risk Management Research Of Shenzhen Customs Under Special Supervision

Since China joined the world customs organization, the foreign trade grows fastevery year. At the same time, the customs and the number of smuggling cases increaserapidly, which bring the customs department with great pressure. In2011the chief ofthe national customs set the idea of insisting on risk management as the four targets ofthe planning of the modernization construction. We should consider the custom workand solve the management problems with the concept of risk control, and inspect thecustom work with the effect of risk control. First, the customs must provide highquality convenient service to the department for import and export trade, whichensures the regulatory rigor, resolutely combat smuggling ACTS and strengthens therisk management. Secondly, the costoms should improve the management mode andimprove work efficiency with the goal of construction "service-oriented customs", inorder to build enterprise credit evaluation system for primary task and establish thecredit management system.On the basis of analysis of our areas under special customs supervision riskmanagement present situation and problems, we establish the customs enterprisehonesty evaluation model with the grey comprehensive evaluation method anddetermine the weight of each index with AHP. Finally, the paper gives suggestions andopinions from strengthening customs enterprise credit evaluation system, deepen thecountermeasures for the construction of the areas under special customs supervisionrisk management countermeasures and optimizing the areas under special customssupervision risk management, in order to optimize the management of customs underspecial supervision area.
