With the constant development of foreign trade of our country, China Customs facing the contradiction between portfolio constantly increasing and personnel's relatively insufficient, and at the same time, China Customs is seeking the balance of law executing and customs efficiency as a goal of customs modernization strategy. While realizing this goal, the idea of risk management must be induced to customs' management practice. China Customs has been studying development strategy of customs modernization since 1994, and has made certain achievements in starting Customs Risk Management (CRM), but CRM in our country is only at the starting stage, compared with the developed country, there is a great disparity.This thesis reviews the literature on CRM theory, details the status quo of China Customs, and explores the central debates and problems of the field today. Through the introduction of CRM theory and CRM system, the thesis is designed to discuss and study the Enterprises Credit Evaluation System (ECES) in customs management, notices that the focus of customs supervision has changed from cargos to enterprises, points out the importance of enterprises credit in customs management, and analyzes the potential risk of enterprises discredit. Based on the trial operation of ECES and the Method of China Customs Classification Management of Enterprises, this thesis concludes that enterprises credit is the basis of CRM, analyzes the problem of the trial operation of ECES, and tries to find out the effective way to perfecting customs management of enterprises credit.
