QHSE is one of control targets during the petroleum and petrochemical enterprise construction, which is an important indicator weighing the management level of an enterprise. Based on the analyses of the statuses of ISO9000, ISO14000, OHSAS18000, HSE management system, combining the principles of quality management, in accordance with the O/SY2"health, safety and environmental quality management system" series of standards, this paper proposes to build a systemic, standardized integration management system. At the same papers conducts related research on QHSE Management System trial running in the oil system.This paper puts emphasis on the oil industry management of common concern to the quality, occupational health and safety, the environment and other issues, systematic analyses the domestic and international management system certification standards; indicates the current enterprises’systematic, holistic problem of insufficient in accordance with the quality, occupational health and safety, the environment elements to build respective management system. Researches the integration management system on the use if systems approach and process methods and PDCA model, proposes the method of constructing a QHSE Management System, and researches on operation mode and operation procedures. Paper presents a fuzzy comprehensive evaluation management system to verify the validity of the integrated management system.Paper selects the Yellow River Drilling Corporation (YRDC) in the Victory Oil Field as an example of targets.
