| Based on the analyses of the statuses of ISO9000, ISO14000, OHSAS18000, HSE management system, combining the principles of quality management, in accordance with the Q / SY 2 "health, safety and environmental quality management system" series of standards, this paper proposes to build a systemic, standardized integration management system. At the same papers conducts related research on QHSE Management System trial running in the oil system.This paper puts emphasis on the oil industry management of common concern to the quality, occupational health and safety, the environment and other issues, systematic analyses the domestic and international management system certification standards; indicates the current enterprises' systematic, holistic problem of insufficient in accordance with the quality, occupational health and safety, the environment elements to build respective management system. Researches the integration management system on the use of systems approach and process methods and PDCA model, proposes the method of constructing a QHSE Management System, and researches on operation mode and operation procedures. Paper presents a fuzzy comprehensive evaluation method on the study of comprehensive performance assessment means in oil enterprises management system to verify the validity of the integrated management system.Paper selects the Group of the East China Petroleum Geophysical Exploration limited liability company (CNPC BGP) as an example of targets. Through analyzing its system management in now and the next development, against the practical needs of company to establish a comprehensive management system , following the methods of practical and operational principles, papers makes 15 Evaluation targets. For evaluation of these indicators, Using of fuzzy math knowledge, paper sets up a comprehensive assessment of fuzzy math model to guide and assess the integrated management of oil enterprises' efficiency which will make great significance. |
