As time goes on, the globalization of economy, enterprise management hasbeen into the day of information, our country has established the stratege of "todrive industrialization by informationization", the competition between theenterprises become more and more intense, more technology applied to the dailywork of the enterprise for profits. Procurement as an important part of cost, havealways been the theme of the enterprises strictly control. The implementation of theelectronic procurement brought profits to the enterprise, improve thecompetitiveness, but at the same time, with the development of technology andapplication, the related problems are gradually exposed in the process ofprocurement activities, so the development of the modern enterprise how to get ridof the current predicament, realize enterprise procurement work efficiently becomesan important topic of enterprise logistics development research. Premise, theperformance evaluation of electronic procurement arises at the historic moment,through the performance evaluation,we can find enterprise objective problems thatexist in the procurement process, timely to summary and to improve, in order tostudy the successful experience of leading enterprises, is a effective way of modernenterprise to keep development and improve the competitiveness in the market.But at present, enterprises in our country attach great importance to thedegree of electronic procurement performance evaluation is not enough, manycompanies don’t even have a relevant evaluation criterion, this work for anenterprise to have a lot of disadvantages, part of the enterprise performanceevaluation is the lack of actual scientific basis and evaluation index is not perfect, itis difficult to find the hidden trouble in the process of business operation, therefore,companies need to establish a comprehensive, scientific and operational electronicprocurement performance evaluation system.In this paper, based on the study of the existing literature, in order to makethe evaluation results more accurate objective, try to introduce the balancedscorecard in the evaluation of enterprise performance as electronic procurementperformance evaluation. And combined with the characteristics of the electronicprocurement of communication enterprises, to modify the original balanced scorecard model, and make it conform to the enterprise actual work situation,telecommunication enterprise electronic procurement performance evaluationmodel is established, from the "purchasing process","financial performance","supplier performance","development performance" four dimensions to establishevaluation index system, using fuzzy analytic hierarchy process to determine indexweight, introducing fuzzy function based on benchmarking management todetermine the quantitative index membership degree, questionnaire survey methodto determine the qualitative index membership degree, finally make acomprehensive evaluation, setting up of a combination of a variety of methods offuzzy comprehensive evaluation model; China Unicom in a certain area as anexample for empirical study to verify the validity and feasibility of the model, andgives some corresponding implementation suggestions.
