Scientific and technological finance (sci-tech finance) is thebacking of the scientific and technological innovation. It is animportant support to our country to improve the self-renovationcapability and to enhance scientific and technological strength.Financial resources allocation is the core issue of sci-tech finance.Effective allocation of sci-tech financial resources will promotetechnological progress while unreasonable allocation will become thebottleneck of innovation and hinder the development of technology. Itis meaningful to research issues of sci-tech finance, especiallyresources allocation. This study is conducive to the properdistribution of China’s sci-tech financial resources, beneficial toimprovement of the capability of self innovation and also helpful tothe strategic objective of shifting the mode of economic development.Policies related to sci-tech finance are also important parts for theyhave substantial influence on allocation of sci-tech finance resources.So allocation problems studied in this paper just focus on scit-techfinancial resources and related policies. First, based on the lifecycletheory, this paper analyzes the allocation of key sci-tech financialresources in business/industry’s different stages of the life cycle. Thefour key sci-tech financial resources are technological fiscalresources, venture capital, technology loans and sci-tech capital. Theresearch shows that configuration of the first two tools isconservative; technology loans have greater support efforts to smalland medium enterprises (SMEs) than expectation and the growthenterprise market (GEM) is dominated by emerging and high-tech industries under the strict government control. Second, this paperproposes China’s sci-tech financial policies with the followingcharacteristics. As to policy content, government supports SMEs,invests large amounts in sci-tech finance while lack of provisions forpublic service system. As to the policy makers, too many departmentsare in charge of policy making which leads to chaotic management.As to legal effects of policies, the enforcement is limited as most ofsci-tech financial policies are administrative or department rules.On the basis of analysis, this paper proposes some suggestions forfuture development of China’s sci-tech finance. First, China need toestablish market-oriented resource allocation system for sci-techfinance. Second, in terms of management system, it is imperative toset up integrated organizations that are responsible for unified control,imperative to accelerate sci-tech financial legislation to regulate theseactivities and also imperative to reform performance evaluationmechanism to enhance innovation capacity. Third, in terms of marketdevelopment, attention should be paid to improve financial servicessystem and service quality, to promote sci-tech insurancedevelopment so as to diversify enterprise innovation risk and toestablish information disclosure system to improve the transparencyof corporations’ information.
