On March2014,the CPC Central Committee,the State Council issued the <National NewUrbanization Plan(2014-2020)>,it pointed that,unlike previous urbanization,new urbanizationpays more attention to urban and rural areas,balanced,diversified and sustainabledevelopments,it requires medical resources sinking,developing county and township medicalresources,narrowing the gap between urban and rural,and the introduction of socialcapital,improving the efficiency.Abundant medical resources help increase the level of residents’welfare,secure the long-term stable development of the society and economy.With theacceleration of urbanization,the populations gradually concentrate to the urban,as a result,thenumber of urban and the urban population size increase.But because of the total lack of medicalresources,uneven distribution,the structure of the single market and lack of synergies and otherissues,the development of urbanization is hindered greatly.Because of the public goods andpublic welfare and other property,Medical resources subject to a greater degree of governmentintervention.The current low financial investment,government mismanagement and a lack ofpolicy coordination has been unable to meet the new urbanization on health resource allocationrequirements.Thus,it requires governments to increase investment and strengthen cooperationand coordination,reform related fiscal policy to develop a reasonable plan and provide effectivesupport,guide the medical resources to allocate rationally to promote the new urbanization’shealthy development.
