In recent years, more and more research focus on researching industrial cluster and innovation network. The research focus on the cluster innovation network of government, enterprises, intermediary organizations, universities and research institutions as well as financial and other organizations.Many articles have tried to explain the main innovation mechanism of the cluster innovation network. Some researchers have started to pay attention to the resource utilization of cluster innovation network. The high-tech industry cluster is a innovation network composed of different economic entities. Each network structure widely exists the flow of innovative resources, such as the human resources, financial resources, information, innovation technology, to form a chain relationship. The network structure of industrial cluster reflects the network structure variable such as network subject how to connect, connection number, the flow of resources and network variables. It not only embodies the core enterprises to obtain or integrate external innovation resources channels, but also become a way to activate and enhance the utilization of innovative resources.It is the key factor of cluster innovation resources integratioaln view of this, this article based on the viewpoint of complex network to research the innovation resources integration of high-tech industry clusters.This paper firstly provided a comprehensive analysis of the integrated innovative resources on the basis of the status quo at home and abroad, based on western economics theory, defined concepts and features of high-tech industry cluster innovation resources integrated, put forward the objectives and principles of integration innovation resources, pointed out the impact of factors that affect innovation resources allocatioa Secondly, provided a comprehensive analysis on the network structure characteristics and internal relations of the tech industry cluster. Innovation network resources flow model is established, analyze a variety of network role relationship that enterprises as the mainstay by flow modeL Then put forward the idea of optimization of innovation resources of industrial clusters based on complex network. Thirdly, established and explained index system and calculation method of efficiency of innovative resources integration, analyz of innovative network architecture integration efficiency of the industrial clusters innovation resources. Analysis of innovation network structure affect the efficiency of resources integration of industrial cluster. Then put forward 11 variables assumptions from the subject and the object of the innovation network structure. Finally, design the questionnaire and survey Quanzhou microwave communications cluster to analyze the result through empirical analysis and then proposed optimal allocation strategy. It aimed at optimizing the innovation resources allocation of the high-tech industry cluster, improving independent innovation of the industrial clusters and providing support and decision making to promote sustainable development of the cluster.
