Research On The Optimal Allocation Of Sci-Tech Resources In Henan Province

Three decades of reform and opening up, Henan Province’s economyhas received a considerable development, but lag behind overall economicdevelopment in Henan whose per capita GDP only accounts for80%of the nationalaverage in2010. Sci-tech is the first productive forces, but allocation of science andtechnology resources restricts the development of science and technology. This papermake a study on the optimal allocation of sci-tech resources in Henan province, so asto provide theoretical support for speeding up the central zone construction.This paper from the theory and practice of science&technology resourcesallocation to discriminate on the definition of science&technology resources, anddiscusses the regional technology resources optimization problem, form a completeset of clearly theoretical framework of regional technology resources optimizationallocation; Secondly, the present situation of science&technology resources are fullyanalyzed, and on the basis of the above analysis,this paper did a more detailed factoranalysis on18major cities of Henan province using SPSS to evaluate the allocationefficiency of science and technology resources in Henan;Later,from four aspectsincluded investment in R&D expenditure, investment in scientific and technicalpersonnel, per capita investment in scientific and technical R&D expenditure andtechnology import,proceed an empirical analysis on the relevance of science andtechnology resources input and economic growth in Henan using gray relationalanalysis; finally, this paper separately proposed a number of countermeasures andsuggestions of optimal allocation for Henan Science and Technology human resourcesand technology financial resources,in order to better promote the smooth developmentof Henan’s economic and social.Studies have shown that:factor analysis is effective on the optimal allocation ofSci-Tech resources and the method is simple and easy to operate;there is close linkbetween science and technology investment in Henan province and its economicgrowth.but this paper depends on the statistical data, mainly in the quantitative analysis method,future scholars may consider adding market research data to furtherstudy using the method of combining quantitative and qualitative.
