Agriculture is a poor-quality industry, which is not only influenced by the market and policy, but also restricted by the conditions of the nature and the agriculture production. The high correlation between the agricultural production and the nature conditions causes the natural calamities affect agricultural production more easily. And then the agricultural income, which makes the farmers’income fluctuate wildly. Moreover, China is located on the world’s largest mid-latitude disasters intersection part. Agricultural suffered many kinds of natural disasters which are high frequency, intensity and wide range. Therefore, the study about the relationship between the natural calamities’factor and the income of farmers should be one of the most important perspectives to research the topic of increasing the farmers’income.Through discussing the general rule how the natural calamities affected farmers income, this paper analyzes the relationship between the natural calamities factor and the income of farmers, and then proposes some policy measures which are suitable to the farmers current situations. There will be three aspects of the practical significance: Firstly, comprehend the interaction and mechanism between the natural calamities factor and the income of farmers, and be defined the basis and the emphasis of building long-term of increasing farmers’income, which would be promoted the sustainable growth of farmers’income; Secondly, understand correctly the damage that the natural calamities bring to farmers, which would give some advices to establish and perfect the agricultural insurance system; Thirdly, provide policy guidance and some references for government to make effective disaster prevention and reduction policy and arrangement.The relationship between the natural calamities factor and the income of farmers is the object of this paper, and will be explained from six parts. Firstly, elaborates on the theoretical basis of natural calamities affecting income of farmers, and the current situations of natural calamities and farmers’income in China. Then with a way of thinking "natural calamities affect income of farmers through agricultural productivity", through the cross-section data of economics loss caused by natural disasters, this paper applies the normative analysis and positivist analysis, adopts the principles of combining qualitative and quantitative analysis, to receive the general rule how the natural calamities affected farmers income. Based on the above discussion, the empirical analysis of relationship between natural disasters and farmers’income was ma de by using the gray correlation model. The influence of China’s natural disaster on the farmers’income and the income structure was analyzed in the dynamic view. And the specific recommendations was proposed according to the conclusion.The main conclusions are as follows:(1) The mechanism of the natural disasters affect the farmer income was proposed based on the analysis of theories of farmers’income and natural disasters, the duality theory of agriculture production and the empirical research using the factor analysis and the gray correlation analysis. When the relevance between farmers’income and the family business income, property income and metastatic income is equal to or tighter than the relevance between salary income and the farmers’income, the natural disasters have negative effect to comprehensive agricultural productivity, and the farmers’ income decrease.(2) The leading position of agricultural income determines that farmers’income focus on the natural disaster factor. Although salary income has been the motive force for the farmer income’s growth in recent years, it is difficult to get a great ascension in a short time. Because the educational level of farmer, professional quality, etc. don’t adapt to the need of economic transformation, the relevance between salary income and farmers’income has falling-off. At the same time, many kinds of policies supporting and helping agriculture, which was in order to solve the problem of " agriculture, countryside and farmers", inspire farmer to engage in agricultural production activities. Therefore, strengthen the effect of household producing income to farmers’income. Household producing income comes from agricultural income mainly. And in the current society overall productivity level, the farmer’s abilities to control natural factors are very limited, furthermore, the outdoor’s production mode and the biological characteristics, consequently agriculture income is influenced most strongly by natural disasters.(3) Recently, property income and metastatic income also have a large influence. They inspire farmer to engage in agricultural production activities, in addition to bringing extra income for farmers. Due to the catalytic effect, the relevance between farmers’income and household producing income are strengthened, which enhance the impact from natural disasters to farmers’income. Above all, the correlation order between natural disaster factors and farmers’income are in advance.
