Research On Evaluation Development Potential In Less-developed Regional Industrial Clusters

As an important carrier of regional economy development, industrial clusters have made theremarkable economic performance in the developed countries and regions. But less-developed regionsindustrial clusters generally have very low survival rate, most of them enter a recession and perish periodin early life cycle. The local government how to select industrial clusters as major cultivated andsupported object to improve the survival rate of less-developed regions industrial clusters, which is aproblem to be solve immediately. Thus, research on evaluation of development potential inless-developed regional industrial clusters has certain theoretical and practical values.Based on the comprehensive analysis of the previous studies of industrial clusters connotation,characteristics and classification, this paper redefined the connotation, characteristics and classificationof less-developed regional industrial clusters, combining with the present situation of less-developedregions. The recognition of less-developed regional industrial clusters depends on the connotation ofless-developed regional industrial clusters. Then, three growth theories included the industrial clusterslife cycle, upgrade and development dynamic mechanism as a system to analyze the growing process ofindustrial clusters, concise out the growth path of less-developed regional industrial clusters.Development dynamic mechanism of less-developed regional industrial clusters is constructed by thecomprehensive consideration of internal power, external power and resistance of growth. Finally, basedon the growth path and the development dynamic mechanism of less-developed regional industrialclusters, we constructed an index system for evaluating the development potential of less-developedregional industrial clusters and supplied a corresponding evaluation method (i.e., AHP).At last, we applied the development potential evaluation index system of less-developed regionalindustrial clusters and evaluation method to evaluate industrial clusters in CH city and gave thecorresponding explanation for the result of evaluation. Finally, based on the conclusion of analysis andactual situation, the corresponding policy recommendations are presented for developing industrialclusters in the region from supportive policy, innovation, cooperation and so on.
