Industry structural adjustment is always happening in the whole process of economic development and it is a primary issue in the process of economic development in every country. Currently in China, local government in each region promotes the industry structural adjustment within their jurisdiction. It is said in the 10th five-year plan of national economy and social development in 2000, Chinese economy has reached a particular duration, which needs to be pushed forward by the structural adjustment. Science and technology is the first productivity, however, the function of the science and technology for promoting adjustment of industrial structure should be explored in depth. The adjustment of industrial structure or industrial restructure, from the perspective of less-developed regions and in a certain time, refers to taking the full use of high and advanced and appropriate technology to renew all kinds of industries, especially traditional industries to emulate or catch-up others. Generally speaking, technology is sourced from self-innovation and technology transfer. To get high-tech and appropriate technology through the channel of technological transfer is much more important to less-developed regions (also called backward regions), in the sense that it is the basic channel this paper is therefore narrowly focused on promotingthe industry structural adjustment in less-developed regions through technology transfer.This paper is divided into six chapters apart from the introduction. A brief introduction about the purpose, the background and the status quo of the research are given and the research line and logic order are discussed in the preface. In addition, we can also get an idea of the main contents and innovations of this paper here. The theories and experiences of industrial restructuring are outlined in chapter 1, and criteria for reasonable and high level of industrial structure are presented creatively after the theories of industry structural adjustment are discussed and their practice in China is analyzed. The law and the status quo of technology transfer are discussed in chapter 2. Theoretical articulation and correlation analysis about the law, the cycle, the conditions and the mode of the technological transfer are given here. Especially the technological transfer (in Chine it mainly refers to technology introduction) is discusses systematically, and the characteristics of technological transfer are obtained and the problems it has are found out. Chapter 3 mainly discusses the correlation between industry structural adjustment and technology transfer. The economic factors which influence the industrial structure, impact of technology on industrial development, the impact of technological transfer on industry structural adjustment are examined and the correlation analysis on technology transfer and self-innovation on thebase of above examination is given in this chapter. Case studies are also given here to show the functioning mechanism of technological transfer and industrial restructure. Chapter 4 describes features of less-developed regions and circumstances in which they set and challenges they face. On the basis that less-developed regions here are restricted to middle and western regions, economic and technological features in less-developed regions are analyzed here specially. Such as rich in natural resources but short of infrastructure;abound in labor force with lower quality;industrial structure at low level with pillar industries not multiplied;science and technology falling behind with poor economic returns. Then circumstances in which less-developed regions set and challenges they face are discussed and finally the conclusion that accelerating development of the less-developed regions is a necessary choice by history is reached and the essential way is promoting industrial restructure through technological transfer. Measures on promoting industrial restructure through technological transfer are presented in chapter 5. Less-developed regions need to promote technology transfer to accelerate their industry restructure, and the measures include: (1) Establish a direction of industrial development and choosing appropriate technology to introduce to meet the economic and technological needs of less-developed regions, for example, renewing and modernizing traditional industries, developing and expanding high-tech industries, andusing appropriate and advanced technology to develop labor intensive industry. (2) The next one is about the strategic choice, the choice of technology and transfer mode in the cause of technological transferring and construction of the main body of technological transfer. Those are something like making scientific plan of technology introduction to increase the benefit of technological transfer;choosing appropriate technology to be introduced to increase the effectiveness of technological transfer;adopting the appropriate mode of technological transfer to enhance the quality of technological transfer;strengthening the main body of corporations, taking advantage of the fundamental role of market mechanism;carrying out the strategy of "going outside", getting advanced technology;encouraging technological recreation etc. (3) Less-developed regions also need to pay more attention to the transformation of the existing technology achievements they have. Three folders are articulated here: promoting transformation of military technology for civil use;developing risk investment, promoting transformation of technological achievements;Serving cluster base as carrier, promoting technological spread. (4) Less-developed regions also need to strengthen their own innovation ability. Despite the recreation on the base of introduction and absorption, a reply on how to strengthen the original and integrated innovation of technology is given here. Such measures are taking the gap of technological accumulation seriously,increasing their own science and technological competence;enforcing the strategy of talent, fostering and introducing a great deal of specialists;following the tracks of some types of high & new technologies and developing them;getting policy support for promoting their own capacity of innovation. Chapter 6 is mainly discusses the Securing measures that technological transfer promoting industrial restructure needs to be accomplished in less-developed regions. The policies concentrate on people-oriented technological transfer, resource regulation, policy linkage of technological transfer, and the structure of system of ownership and industrial organizations.Industry structure's promotion involves many factors and the technology is the most important among them. There are also many perspectives that the research can be developed. This paper is mainly developed from the perspective of technology transfer which improving the industry structure. The methodology of the principle of theory combining with practice is the most impressive here. The principle of qualitative analysis combining with quantitative analysis is also employed here. The persuasiveness is strong with some necessary quantity analyses. The characteristics of this paper are practice highlighted, case studies emphasized. Many things can be learned from those typical experiences as many cases study are provided, such as cases in Shanxi province, cases in iron industry and case in FangZheng Corporation.Some kinds of innovations can be found in this paper. For example, the criterion of industrial structure in a certain country or region is proposed, that is identifying an industrial structure according to its quality and structural benefit in a particular country or region in a short-run. The technology might be sun setting in its lifetime but the industry will never. The tactic to get technology from competition and exchange mine resources for technology is also put forth. To be specifically, the strategy to exchange mine resources for technology is put forward for the fist time on the ground of Shanxi's experience in recent years and it is theoretically and practically proved to be one of effective and workable measures in promoting the industrial restructure and economic development in the region. What less-developed regions need to do is to improving technology transfer basically in the cause of enhancing technology progress. The logic result of technology transfer is its self-innovation, less-developed regions therefore should make their own innovation in special area, developing new and high technology to get their economy developing by leaps and bounds and this is not impossible. Make the most of industrial cluster in promoting technology spread. In addition to industrial clusters we familiar with, a new kind of industrializing base is recommended here according to the need of new trail of industrialization, which comprises of corporations whose products are profitable, the cost of resources are low and the pollution to environment is little. It can be anindependent company or a group of companies that are related in certain industry;it can be distributed intensively in the same industrial zoon, or it can be concentrated in an area or scattered with branches or controlled companies (with their organization systems and mechanisms related closely). These innovations , of course, are carrying forward and continuing the achievement that achieved in the past, some need to be test in reality and some issues need to be further discussed.
