The majority of people in less-developed regions have agreed that we should develop manufacturing industry so as to get rid of poverty, and if we are to pursue new-type industrialization, we should set up industrial park. However, what should local government do to develop manufacturing industry and how should it build and run the industrial park? These are the questions for the local government in less-developed regions to face. As a typical less-developed city, Heyuan focused its attention on the industrial park development over the last ten years. What role does the government play in the process of constructing industrial park? The author carried out an all-round study on Heyuan government’s construction and development of its industrial parks. The study on this subject is with important theoretical and practical significance.Having searched and researched a lot of books, periodicals and newspaper articles, the author figures out the basic study structure and approach. Furthermore, the author has visited the major industrial park of Heyuan city-The High-tech Development Zone of Heyuan to do field investigation so as to get sufficient first-hand information. Meanwhile, the author has looked up the statistical yearbook of Guangdong province and Heyuan city and compared and analyzed the statistics collected, with an aim to obtain some relevant conclusions.In addition, the author has also compared the development models of Singapore Ridge industrial zone, Xinzhu industrial zone of Taiwan and Suzhou industrial zone, and drawn some conclusions on their development models.This paper is formed with six chapters. Introduction is presented in the first chapter. Chapter focuses on the related theory and Literature Review. Chapter analyses the function of government in constructing Heyuan industrial park. Chapter four studies he experiences and inspiration of foreign governments’leading role in constructing industrial park. Chapter five discusses how to utilize and adjust the government’s function for less-developed regions to construct industrial parks. At last, Chapter six draws a conclusion and propose a future outlook.Based on a series of surveys and researches above, the author found that for less-developed regions, in the early stages of industrialization, especially during the early stages of the development of industrial park, local government should take its leadership role in the front row and actively engage in the process of construction. For instance, the local government should play a dominant role in the industrial park’s planning, applying, land development, infrastructure building, fund raising, attracting business and capital, the management, industry development policy setting. Besides, the government should offer best service to the companies in the park. However, when the industrial park has gain some progress, local government must step backward gradually from the intervention and the leading role it played in the past, and return the power to the market. The local government should change its business and capital attraction means and also change its management way. The government should alter some regulations and innovate the thought of development models, otherwise, the local government’s influence will diminish and malfunction may even arise as a result.Finally, the author offer a proposal of six points about how to perfect government’s function in constructing industrial parks. Governments at all levels should take the misplace development strategy on local conditions. Differentiated performance evaluation system must be performed. Some countries and districts may try to improve constructing models of industrial parks. Relatively better-developed regions are expected to transfer government’s acting point. To create a good environment to guide enterprises to upgrade.The management system can be organized and consummated.
