In the background of global economy, as a major medium of capital market, principalpart of creativity and motive force,Stock Exchanger has to rely on its human resources to winthe competition.Human resources have already become the most important capital of stockenterprise to survive.Whether the stock exchanger has high qualified personnel,especiallywhether it has the managers and administrators who are sensitive,challenging and full ofknowledge and experience is the key to success.At present,the management of stock industryin China is relatively backward.The current merit management system can’t offer personnelsupport for the future development,which is also a restrictive factor for the sustainabledevelopment and gradually loses the ability to contend with foreign stock exchanger. Sostock enterprise which wants to have position in the fierce competition at home and abroadmust have effective personnel merit management system to create a working surrounding offairness,competition and effectiveness,to cultivate and sustain an organization of qualifiedstock profession.GD business section is started earlier in stock industry.Nowadays in spite ofimplementation of merit management system to have possibly managed the personnel,it isnot so effective and the loss of qualified personnel is rather high.In order to improve themanagement standard of human resources in the business section,to try to choose properpersons,to use and cultivate them properly,and retain them,GD business section decides toremould and recreate available personnel merit management system.The thesis researches and states the relative theory of merit management first, on baseof the theory analyses the present situation of human resource management of GD businesssection and then find out the reasons for the problem of the personnel merit managementsystem in operation. After that according to the development strategy of GD businesssection,the thesis explicates the essential objectives of the new merit management system,putforward the thinking,content of the design of new merit management system and itsimplementation procedure. The last but not the least,in order to find out the probableproblems of the new system in operation,the thesis reveals the process in operation of anexperimental unit and analyses the result. Through the example presentation,the thesisinduces the possible security measurement and the problems which should be paid attention toin operation to improve personnel merit management system and improve the merit ofpersonnel.
