Discussion On The Deficiency Of China’s Food Safety Supervision System And Its Improvement

This text analyzed and discussed the deficiency of china’s food safety supervision system and its improvement in terms of government supervision. Related concepts and theory on governmental food safety supervision have been defined and analyzed and the deficiency of food safety supervision and its reasons are explored from study on series of food safety affairs, such as clenbuterol case, melamine case and tainted steamed bun case etc by the technological-route as from point to side, from specific to general and by applying research methods as literature research, case analysis, comparison method and inductive method. It’s believed that the laws for supervising food safety are incomplete and the laws and regulations are lack of systematicness and completeness, pertinence and operability.There are also problems such as incomplete and low-level Standards for supervising food safety, slow unification process, incomplete and fall-behind detecting system and detecting techniques, unscientific detecting ways, unreasonable resources allocation and the dysfunction of governmental supervision for the food safety, from which we can safely conclude that our governmental supervision for food safety is ineffective. Because our complicated market environment makes it more difficult to supervise. The responsibilities for supervising food safety are not clear among those departments and the system is in chaos, lack of construction of its supervisors, lack of long-effective supervision mechanism; lack of stimulation and restrictions for related supervision subjects.Combined with international government food safety supervision experience, This text came up with ideas and framework of improving our food safety supervision and designed specific and effective corresponding measures, which include improving law system of governmental supervision for food safety,improving the standers and improving the detecting system and strengthening the execution of food safety supervision.
