Accountability, Incentive And Local Government Food Safety Supervision Efficiency

Food is the paramount necessity of the people, food safety comes first. In recent years, China’s food safety incidents occur frequently, make food safety problem become a hot social topic the public. The government spared no effort to proceed Food safety supervision structural reform many times for a long time, trying to build from farm to table food seamless supervision mode, and introduced foreign information release and supervision of food safety standards system and credit system and other technical means to prevent food safety problems actively, but but the result is just passable. At present, the problem of food safety in China is still in the period of state highlights the multiple and contradictory, food safety problem is becoming increasingly serious not only increases the transaction costs of enterprises, affecting the food industry development, but also weakening the confidence in the government supervision efficiency furtherly. The root of these problems base on the existing research emphasized on the macro level of food safety too much, but ignored behavior analysis of the executive main body. In practice, the implementation of related policies, the application of technical means, all need to be cooperated actively with the implementation of the main body, to be motivated effectively by the implement of the main body, however, these problems did not get enough attentions in related studies.This paper based on the Chinese special national conditions and political ecology, analyzing the actual case of Guangxi Hezhou city food supervision,to explore the effect occurred in incentive mechanism to selection of behavior of food supervision and try to infer the efficient incentive mechanism, which can promote efficiency of long-term food safety supervision.As a related study, this article started with incentive design and individual behavior, using rational behavior theory, incentive theory, to reflect realistic predicament which occurred in food supervision of the incentive mechanism from three aspects,they are the theoretical analysis, empirical data and interview data, suggested that in the related design of food supervision mechanism, not only to be focused on the macro level of the system but also be focused on the process of implement the system, should also be attention to individual feedback on the system, as well as the effect occurred in individual behavior in the disadvantages of the principle to the implementation the system, and put forward a series of countermeasures accordingly.
