Study On Construction Of Accountability System In Chinese Food Safety

Recently, food safety accidents break out continuously in China, which not only harm the interests of consumers, also bring negative influence to the food industry and even the whole country. Although, Chinese governments have introduced accountability mechanism to solve such phenomenon, due to a variety of factors, so that the mechanism cannot convert the status quo in food industry. Thus, how to construct the food safety accountability mechanism and make it works effectively has become one of focus for food safety supervision. The study in this paper will analyze the necessity of constructing food safety accountability system and discuss the behavior choice between food safety regulators and food production enterprises by using game analysis method, hoping to find a theoretical solution for the problem of food safety in Chinese, and further provide the basis for building accountability system in order to guarantee food safety.Firstly, the paper summarizes the literature concerning food safety and accountability both at home and abroad, and describes relative theories on food safety and accountability and the related theory. After the analysis of the research findings, the paper proposes to build accountability model for Chinese food safety by the evolutionary game method.Secondly, the paper analyzes the existing problems for food safety accountability in China, and explains the causes of accountability system’s ineffectiveness for Chinese food safety. Accordingly, the study set forth two game model, food safety supervision and accountability system for food safety based on game theory and find out the evolutionary stable strategy between food safety regulators and food production enterprise with assistance of Evolutionary game approach.Finally, according to the result of evolution game theory, combining the problem of accountability system for food safety in China, the study in this paper constructs accountability system for food safety, and puts forward concrete countermeasures from perspectives of the principles, the contents, operation mechanism and operation model to so as to perfect accountability mechanism for food safety in order to effectively solve the problem of food safety in China.
