High speed development of Information and communication technology breaks the infeasibility of trade in services, service outsourcing becomes the new source of profit which does multinational company or group get from the integration of global resources. At the same time, to the service providers, service outsourcing industry with its high capacity of the information technology, high value-added, low resource consumption, little environmental pollution, induct obtain employment (especially college students employment) capability, high international level, attracted attention of a lot of nations. Service outsourcing industry as an emerging industry becomes one of the important developing fields in many countries, and also becomes a new research topic of numerous economics and management scholars.Rapid development of Service outsourcing industry brings up many service outsourcing enterprises clusters or integrated bodies, such as American Silicon Valley, India Bangalore, and so on. Our country also sets up their own service outsourcing bases, industrial parks, or high-tech zones at the levels of cities. As the result of man-made or natural reasons, service outsourcing enterprises, are present in clusters, which are showing an overall competitiveness, which factors influence the competitiveness? How to evaluate the size of the competitiveness? As well as what are our competitive advantages? These are the theoretical questions which must the service outsourcing research address.To make clear the evaluation of service outsourcing enterprises cluster competitiveness, the key is to make clear the following problems:what are service outsourcing, enterprises cluster, and cluster competitiveness? What cause service outsourcing? How to make the service outsourcing decision? What will the employer consider when making decision? What types of relations between the two sides? Which aspect should be paid attention to if we want to build a successful outsourcing relationship? These are the content which the service outsourcing enterprises and service outsourcing enterprises cluster must master to gain a competitive advantage in the fierce competition. This paper first systematically combs service outsourcing motive, decision-making and service outsourcing relationship types, and management theory to make the reader have a clear understanding on service outsourcing, and clearly defines the concepts of service outsourcing, enterprises cluster, cluster competitiveness, providing the theoretical support to cluster competitiveness research, then using content analysis, extracts the influence factors of the service outsourcing enterprises cluster competitiveness from many influence factors of outsourcing theories, constructs a service outsourcing enterprises cluster competitiveness evaluation model3M model based on GEM model, finally with hierarchy analysis method gives even service outsourcing enterprises cluster competitiveness evaluation index a weight, uses research methods to measure the competitiveness of Yanbian’s service outsourcing enterprises cluster, puts forward some opinions and suggestions to the development of Yanbian’s service outsourcing enterprises cluster according to the statistical analysis results. This paper does not only play a positive role in improving the service outsourcing theory, but also provides a good direction for the future scholars research, at the same time the article has important realistic significance in the service outsourcing enterprises clusters’selves analysis and development.
