Improve rural food quality security the whole, to realize the mass assured diet, eating healthy is the important target of supervision of food safety in rural areas. In recent years, the frequent occurrence of food safety incidents, got the attention of social all circles, food safety laws and regulations relevant to the increasingly perfect, strengthening supervision, make food safety overall situation has been improved to a certain extent. However, regulatory focus basically is centered in the city area, rural area as the food safety regulation in the weak area, become the heavy disaster area of food safety incidents. Segmented regulation model of the formation of numerous regulatory body, must make regulatory overlap exists and vulnerability, and regulatory standards are not unified, not perfect also increased regulatory difficulties, supervision of the backward technology further influence the regulatory performance. The vegetable&fruit products as the starting point, select the L town in Southeastern Hubei Province as a case study, through to the vegetable&fruit food retailers questionnaire, and related government food safety supervision department staff interviews, explore the rural food safety supervision operation problems and causes of construction, rural food safety regulatory behavior system, and aimed at the question to propose the countermeasure proposal, have real specific aim.The main body of the thesis consists of four main elements:First, from the food safety supervision theory, the construction of rural food safety government regulation system and supervision performance, food is divided into commercial and non commercial food, through content regulation and supervision, standardization and non standardization of supervision supervision from two dimensions of supervision system construction.Second, select case investigation, survey aims to understand the local food safety regulatory behavior and regulation performance status, main contents include the process, content, standard, non standardized supervision in four aspects, with commercial and non commercial food two kinds of regulatory object to consider regulation performance.In third, based on the statistical analysis, using correlation analysis method, studies the rural government supervision of food safety supervision behavior and performance status, analysis of the rural food safety supervision operation problem and cause of formation, draws the empirical conclusion, put forward to perfect rural food safety supervision and effective counter-measures and suggestions.
