Since the Reform and Opening-up,China’s coastal port are developing rapidly. Five big portcluster has emerged in the coastal line, which greatly changed the “insufficient port”situation. But along, there comes a series of problems, like fierce foreword competition,serious repetitive construction, unclear orientation. On one side, some port exaggerates selfadvantage and fights for the position of the pivotal ports for container; on the other, quite anumber of ports are in shortage of container throughput, but keep building special containerberths, which causes great waste of funds and resources.This article studies literature of port cluster and port efficiency home and abroad, refinesproblem from China’s port clusters, and puts forward the concept of ComprehensiveEfficiency of Port Cluster of Sharing Hinterland (CEPCSH). And the research route will be:the CEPCSH will be evaluated from the angle of the whole port cluster, and the reason ofun-efficiency will be found out, which will be the guideline for the optimization of the portcluster of sharing hinterland.First,The paper establishes a index system for CEPCSH,output index includes Cargothroughput and Container throughput,input index includes pier berth length, berths number ofover DWT, berths number of under DWT, bridge cranes number, stacking area, frontier waterdepth. Comprehensive Efficiency of cluster and every port in the cluster will be got.Then, the paper makes a optimization analysis for the three kinds un-efficiency case of theCEPCSH. Case1is technology effective and scale un-effective. Optimization move is limitnew foundation investment, integrate small and scattered ports. Case2is technologyun-effective and scale effective. Adjustment move is technology un-effective ports study totechnology effective ports, and get more source. Case3is un-effective both in technologyand scale. First, increase the throughput of scale diminishing and technology un-effectiveports, then the throughput of scale diminishing and scale un-effective ports, then other ports.
