Research On Chinese Ports Efficiency Measurement

The port not only is transports in the network the center link, also is in the economic system important link. The port efficiency appraisal research is advantageous to the Chinese authority formulation reasonable plan policy, is advantageous to judge own and other ports efficiency horizontal disparities, the lifting efficiency level to the Chinese ports, is advantageous to the Chinese port resources disposition optimization. It provides the basis for the port raising core competitiveness, has the great significance to the Chinese port development.This paper is divided into eight chapters. The first chapter introduction has analyzed the paper selected topic basis, research methods,technical route and the research content.. The measurement of port's efficiency definition and correlation research progressed were introduced into the second chapter. The Chinese ports technical efficiency, cost efficiency and X efficiency were analyzed in the third, fourth and fifth chapter. The sixth chapter has analyzed the influence of warfare economy to the port development. The seventh chapter .has carried on the appraisal to Chinese port synthesis competitiveness based on port efficiency. The last chapter was the conclusion and expectation. This paper main research results were shown as follows:(1) We put forward Chinese Ports technical efficiency, cost efficiency and X efficiency measurement systems considering the influencing factors such as freightage quantity.The paper considered the freightage quantity factors influence on the Chinese ports efficiency. From the angle of port import and output characters, the scientific Chinese ports technical efficiency, cost efficiency and X efficiency appraisal index system have been established, which have made up existing literatures. Above this, the Chinese ports technical efficiency, cost efficiency, and X efficiency measurement model have been established based on Supper efficiency CCR-DEA, Neutral Network approach and Stochastic Frontier method. Simultaneously, this paper promulgated the influence Chinese ports efficiency's primary factors by using principal component analysis method. We also have validated the practicability by adopting the China main ports. Finally, suggestions for improving the technical efficiency, cost efficiency and X efficiency were proposed.(2) We demonstrate the port hinterland economy influence on the Chinese ports efficiency. Based on selecting certain port hinterland economy indexes and some economic indicators of reflecting the port efficiency, the port hinterland economy influence on the Chinese ports efficiency measurement model has been established. We analyzed the port hinterland economy development to the port efficiency's drawing effect. This solved the existing research to request the big sample and the sample must obey typical probability distribution. This paper also offered a new method for the reciprocity of port hinterland econmy and port efficiency different indexes systems. Using the Dalian port to carry on the real diagnosis, we has obtained that the port hinterland economy truly had greatly drawing effect to the port competitiveness. Finally, the advice of port efficiency enhancement was suggested, which made use of the port hinterland economy development.(3) The Chinese ports overall competitiveness was measured from the upgrading the port efficiency point of view.From the different sight of upgrading the port efficiency, The Chinese port overall competitiveness index system has been established including the port turnover capacity, work ability and so on, and which has made up existing literatures comparison with single parameter. Above this, the Chinese ports total competitiveness measurement model based on port efficiency has been established with the Entropy-weighting TOPSIS method. This solved the problem of existing literatures weight difficult calculated which brought on the results low precision. Simultaneously, we also promulgated the influence port competitive ability's primary factors from the sight of optimizing port efficiency, and the improving strategies were proposed.
