With oil companies increasing competition, human resources management has become the key oil companies gain a competitive advantage to achieve sustained value-added assets and the source of oil enterprise’s core competitiveness and sustainable competitive advantage, human resources management and the status of the overall effect on the oil companies’effectiveness and impact of major development. PNM is an Oil sales enterprise that towards the effectiveness of guiding role, PNM Company pays more attention to human resources management and the effectiveness of the performance. But, human resources management input and the implementation of the work situation achieved the desired results? With the Enterprise Strategy goal is the same, whether or not cooperation with other complementary management. Whether adapt to the changes and demands? Above all, PNM Company need to work on human resource management plans and inspect the implementation, as a basis for continuous improvement.Similar with PNM state-owned oil enterprise, how it’s human resources management adapt to the changing market economy, how human resources fully excavate the potential and plays its role, has become a national study is a major issue that needs solve urgently. Applying human resource Programming theories, this text analyzed the current management and human resource and pointed out the main Problems and the reason behind PNM company. State-owned enterprises must be charged of the historical and social duty, and keep the society and the enterprise be stable, then sufficiently exhumes and develops interior potential human resource, change those surplus employees to regenerate resource in order to achieve the value of human capital to be kept and increased. They must recruit properly key persons with ability to boost up the human competitive Power of themselves.
