The core brain drain has become China’s strategy of talent powerful nation, interaction between talent structure and industrial structure and human resources management, one of the biggest challenges facing. China is also faced with the problem of severe test. This article from the perspective of Tibet Ali Region taxation system talent environment angle undertakes an analysis, discover talent loss and environment has a strong relationship, illustrate the improvement of talent environment can be a good solution to the problem of brain drain. And through the Tibet Ali Region taxation system present situation of brain drain and the reason analysis, proposed a series of tarry talent strategy. So, how to reduce the brain drain phenomenon to the unit brings loss? Make unit training of personnel and reserve work, improve the human resources management and development planning is the key.As the administrator of the state and policy implementation, the overall quality of the civil servant has relations with the government administrative efficiency and effectiveness. However, in recent years our country civil servants appeared some young professionals, the high degree of talent drain in succession, this trend has changed the official troop the stability and the rationality of the structure, is not conducive to government policy continuity and administrative efficiency, civil service personnel continued erosion in China is becoming shaping high-quality civil servants to the direct obstacle. In this paper, talents and brain drain is defined, Ali area of Tibet are analyzed the reasons of the brain drain in the tax system, summarizes the Ali area tax system current situation of brain drain and basic characteristic, analysed the regional tax system the harm and trend of talents drain. Tibet Ali Region taxation personnel loss of political, economic, cultural, and other macro external factors, but the most important is the civil servant classification management system is not scientific, civil servant’s salary system is not perfect, assessment and promotion mechanism is not scientific, monotonous work environment, lack of talents restriction mechanism of public sector organizations and civil servants own reasons. The article finally proposed consummates Tibet Ali Region taxation system personnel classification system, incentive system, compensation system, promoting the regional taxation personnel moral standards and professionalism of personnel, strict constraint mechanism to retain talent, attract some measures.Talent element can flow, and ultimately to achieve the optimal allocation, is a measure of the modern society and market economy are developed a sign. Current, our country economy is in a transition period, the government human resource management from traditional personnel management to modern human resources development and management transition, various departments from passive acceptance to national labor configuration can freely choose people direction; workers are from passive state to be based on individual placement will jobs change of direction. The objective in such situation, in the face of increasingly fierce domestic and international talent market to contend for battle, in the face of brain drain in the reality, how to keep the government personnel stability, avoid and reduce the loss of talents and brought a series of losses, became public when the front facing the first important task.As a government department talented person quality relationship with public service administration efficiency and effectiveness, therefore, to attract, cultivate and use, retain talent, establish the full of vigor and vitality of the talent work mechanism, has become China’s government human resources system construction is an important strategic task. However, in recent years our country civil servants appeared some young professionals and highly educated people have loss phenomenon, the trend of damage to the government public sector personnel stability and age and knowledge structure, is not conducive to government policy continuity and administrative efficiency.From the trend of social development, the government needs not only the general administrative personnel, need a large number of professional and technical knowledge and skills of professional staff team, the professional level will determine to a large extent the efficiency of government and administrative quality, therefore, our country government sector the loss of talent brought corrupt practice can not be ignored.
