Study On Present Land Institutions Reform Of Shandong Province

Land is not only the material basis of human existence, but also the most important and basic factors of production. Meanwhile, land institutions is also related to the livelihood issues, Hence, a reasonable and stable land institution is one of the most imoportant institutional conditions of economic development and social stability. On one hand, China is an agriculture country with a large population, and with the continuous growth of the population, the demand for agriculture is on the increase too, the acquisition of agricultural output is dependent on land. On the other hand, while China’s economic growth rate is speeding up, its urbanization process is also accelerated. The development of the city and the industry entails land exploitation spreading further into farmland. Agricultural and industrial demand for land, which is a scarce resource, conflicts. Therefore, the issue of land institutions reform has been the focus of attention.The two provinces of Chengdu and chongqing, in view of their advantage in regional development, economic strength and social system, become China’s experimental region of land institution reform. The test result is fruitful and a lot of valuable land institutions reform experience is harvested, Shandong province is an agricultural province, it is abundant in natural resources and a new situation of each region having its characteristic agricultural products has been formed. Besides, it is also a populous province, the expansion of city land is making the land problem a prominent one. Thus, how to increase urban land, how to furtherly develop the rural economy, and how to introduce land institutions reform experience of advanced cities or provinces in the same period is imperative.In this paper, a variety of analytical methods are used for investigation into the following three aspects:First of all, the successful land institutions reform experience of chengdu and chongqing city is sumed up, and the prerequisite of success and the existing problems is also analyzed. Then, the present land institutions situation of shandong province is analyzed and the exsiting problems and goals of reform is put forward.
