In November 2002, "county area" is written into the literature of party for the first time with" county area economy". Chinese economy have laid particular emphasis on city economy for 20 years, now, it is getting into toward the stage of laying particular emphasis on county area economy, the county area economy development greatly will become the third stage characteristic of Chinese economic development after the reform and opening policy.Shandong province is a strong economic province of our country. In recent years, the county area economy rises continuously in the position of the national economy. In 2004, whole county area in Shandong province carries out GDP 1,190,807,000,000 Yuan, accounting for 76.9% of whole province GDP, carrying out public finance income 37,304,000,000 Yuan in the place, accounting for 45% of whole province public finance income. There are 16 counties of the 100 strongest counties of whole country in 2004.In 2005, Shandong province has 20 counties of the 100 strongest counties and acquires in the second place of whole country.Facing the good situation of current county area economic development, the Shandong province committee of communist party of China and Shandong province government make the decision to speed the county area economic development .For understanding the development circumstance of Shandong province county area in economy completely and providing the development plan for policy sections, I investigate and study some counties. Through contrasting with the developed provinces of Jiangsu and Guangdong and analysis, I write this dissertation to provide a reference on the basis of the latest statistical data.The full text is divided into four parts: First, there are many factors to restrict the development of Shandong county area economy, including the stamp of the age, system, area, and policy. Second, there are many good experiences and methods during the period of developing of Shandong province County area economy, including adjusting the industrial structure of agriculture to push forward industrialization, Speeding industrialization progress, developing economic zone to raise the degree of concentration of county area economy, developing and expanding "the special features industry group economy", supporting with the private capital economy, raising the economy opening degree, Pushing forward towns construction, Pushing forward developed counties and developing counties hand in hand, etc. Third, there are many problems and shortcomings in Shandong province County area economy: whole economic gross is not strong, the development of economy in the region is unbalance, the industrial structure is not enough reasonable, the total public finance isn't strong, the development funds isn't enough, the ground in using is disordered, the county government's control lacks power, etc. Last, there are some suggestions to speed the economic development of County area, including changing idea to set up right development way, coming out "staff economy"...
