It is said that to the people foodstuff is all-important. However, food safety accidents happened frequently in China in recent years,for example, the malignant events of Fuyang and Sanlu powdered milk, Sudan red and lean meat powder. These accidents have great influence on our daily eating and drinking. People can’t help thinking "what else can we eat?" Food safety problem has terrible effect on our social harmony and economic prosperity. Nowadays, food safety problem, not only in China, has become a global problem so that many scholars and experts home and abroad, from different aspects, begin to do effective researches and investigations on the improvement of food safety supervisionThe fourth item in the "Food Safety Law" implemented on June1st,2009defines that the managements of State Council quality monitoring, industry and commerce administration, State food and drug supervision manage and supervise food production, food circulation and catering service respectively according to the law mentioned above and the duties set by State Council. As the regulator of food production field, the department of quality and technical supervision has inescapable responsibility to the food production safety. Among the1340thousands enterprises that get the food production permit in China, above80%are small food production enterprises. Because of the small scale and poor personnel quality, the small food production enterprises become the importance and difficulty of the food production supervision. At present, the researches on food safety supervision by domestic scholars and experts almost focus on its system and macroscopic aspects. The writer, as a county staff of the quality supervision department, has learned domestic and international researches on food safety supervision, and has analyzed the existing problems of small food enterprises and the present supervision state of the food production field. On the basis of the above, the writer attempts to establish a new food safety supervision system to the small food enterprises under the present supervision system in order to put the responsibility of the production enterprises into practice and ensure the food safety in the production field.This thesis consists of six chapters. Chapter One leads to the very topic of the thesis with the introduction of the background, significance of the research. Chapter Two gives detailed theoretical analysis of food safety supervision system, including the concepts of food and food safety, the manifestations of food safety problems, and the connotation, features and necessity of food safety supervision. Chapter Three focuses on the existing problems of small food enterprise and the present supervision state of the food production field. Chapter Four presents the establishment of food safety supervision system for the small food production enterprise, including its guiding ideology, principles and constitution. Chapter Five offers the implementation safeguard mechanism of food safety supervision system for the small food production enterprise. Chapter Six shows the implementation of food safety supervision system for the small food production enterprise on the basis of an actual case.
