A Study On The Development Of Farmers’ Professional Cooperative Organizations Based On The Perspective Of Farmers’Needs

Having won its development in China’s rural villages, farmers’professional cooperative organizations have become an effective way for farmers to increase their income and for rural China to gain prosperity. Still, it meets the needs of the adjustment of agricultural industrialization as well as agricultural modernization. In some large agricultural provinces, the success of farmers’ professional cooperative organizations plays a vital rule in enhancing farmers’cooperatives’economic function to promote rural development and social function in democratic management. In this article, the author takes X County in J Province as an example to have a systematic study of the development of farmers’professional cooperatives in X County, in which quantitative and qualitative analysis are applied.The basic thoughts and logical framework of this paper are:based on field survey, the author gives a detailed analysis of the needs and requirements of farmers in X County for farmers’professional cooperatives. Then a description of the situation of farmers’professional cooperatives will be given, in which problems and limitations appearing in the development of farmers’cooperatives as well as suggestions to promote its development are given special attention.Specifically speaking, in the first place, three aspects are included in the analysis of the needs of farmers’cooperative organizations in X County, namely, the needs of individual member of an organization (the founder, members as well as their welfare), the needs of an organization itself (the willingness of farmers to participate; problems, reforms and functions) and the needs for external assistance. Secondly, the author gives a description of the development of local cooperatives from five aspects, namely, the type of organizations, the level of organizational development, influences of organizations, the conditions to set up an organization and the coverage of agricultural products of an organization...then while taking the needs of farmers for cooperatives into account, the author points out problems existing in the development of cooperatives of X County. The first problem is that the actual participation rate of farmers in cooperatives is low while their willingness to participate is higher. The second problem is that the essence of cooperatives is not recognized. The third problem is that talented individuals are not fully trusted by farmers. The fourth problem is that the governments fail to meet the expectations of farmers. Last but not least, services provided by cooperatives are far from enough and are simplex.In the second place, the author elaborates on action logics of farmers’ cooperative organizations in X County based on Rational Choice Theory. After analyzing the problems and summarizing the rules, it is obvious to discover that the facts that rural economy is underdeveloped and external environment is far from perfect, internal operation is still to be improved and the level economy and culture development is still low are main constraints of cooperative development. Lastly, based on previous analysis, the author brings forward count measures that could best promote effective interaction of internal system and external system of farmers’ cooperative organizations in X County.
