In the1980s, the Household Contract Responsibility System greatly mobilized thefarmers’ enthusiasm for production. However, with the contradictory emergence ofsmallholder production and market, the advantages of the Household Contract ResponsibilitySystem are no longer obvious. Owned-scattered lands are not conductive to the realization ofagricultural modernization. People are eager to find a new organization to improve theirmarket position and contend with the ever-changing market, thus, the farmers’ cooperativeorganizations are emerged. The realization of agricultural modernization needs the farmers’cooperative organization as a foundation while the development of the farmers’ cooperativeorganization are eager to farmers’ join. However, the cooperative organizations’ functions aresingle and weak, they are unable to meet the farmers’ needs, therefore, and the farmercooperative organization can’t help the realization of agricultural modernization. The articletakes55farmers’ cooperative organization in10counties of Shaanxi Province as an exampleto try to find functions which can realize the agricultural modernization and attract thefarmers. Then by strengthening cooperative’ functions to promote the development of thefarmers’ cooperative organizations and transfer the traditional agriculture to themodernization agriculture. The paper studied the above problems and its specific contents areas follows:The chapter1describes research background, subjective and significance; summarizesthe relative findings of the domestic and abroad scholars about farmers’ cooperativeorganizations, and establishes my own research methods.The chapter2determines the farmers’ cooperative organizations and agriculturalmodernization index systems through the reading of the relative literature and actual researchpurpose, and gets the weight of each indicator by the improved AHP method.The chapter3take the55farmers’ cooperative organizations in10counties in ShaanxiProvince as an example to introduce the development situation of farmers’ cooperativeorganizations: the surge in the number, gradually standardize; planting and breeding are the main industry while industry is inequality; the increasing number which are led by ordinaryfarmer; restrictions such as funds, qualified personnel and numbers’ poor sense; cooperationarea gradually expand. Meanwhile, the each function is described through the measure, andthe comprehensive function is only0.263, which is in a very low level.The chapter4uses multiple regressions to analyze the contribution rate of cooperativeorganizations functions to the level of agricultural modernization. draw the conclusions: thecontribution rate of information-technology function is0.295,the contribution rate of the salesfunction is0.112,the credit function is-0.083.The standardized function,process-transportingfunction and security function are weak, the contribution rate is not yet apparent.The chapter5uses fuzzy comprehensive evaluation method to analyze the farmers’requirements to the farmers’ cooperative organizations functions. Draws the conclusions:sales function>information-technology function>credit service function>standardizedfunction>security function>process-transporting function.The chapter6makes a comprehensive evaluation and the correspondingrecommendations based on the agricultural modernization and farmers’ demands: constructthe dominant functions, focus on the stealth functions.
