As the beginning of the twelfth "five-year program" period, rural system reformation, agricultural modernization, and improving people’s life quality have been referred to a new level. Except gaining more help from government, other key points to appropriately solve the "country-agriculture-farmer" issue are structural adjustment of rural area, reform the dispersed individual operation, and optimize resources allocation in rural areas. Base on the experience gained from building the "new-countryside" during the eleventh "five-year program" period, it is easy to conclude that the best way to modernize agriculture is keeping develop the Farmers’ Cooperative Economic Organization (FCEO). FCEO plays a particular role in building the "new-countryside" through building farmer community. Individual farmers should be organized as community to achieve the best performance in agricultural modernization.By reviewing both domestic and abroad research on FCEO, the following aspects can be revealed. First, a "skepticism" attitude should be maintained when adopting the experience of foreign countries. It should be adapted to suit the agricultural policies of China, as well as the circumstances of difference rural areas. It is recommended to build up a unique operation model full of local characteristics. Secondly, concerning the development status of domestic FCEO at present, there is a big gap between central eastern regions and western regions. Therefore, conducting researches in some western areas will be beneficial to narrow the development gap and enhance the overall level of modernization of agriculture.From what has been addressed above, the author has selected Guilin, Guangxi to conduct an investigation. Guilin is a city that represents the rural development condition in western regions. The investigation is based on the theory of organizational ecology, system contingency, and social network in sociology, along with the new institutional economics theory. More specifically, the investigation will use the empirical approach to analyze the current situation of FCEO in Guilin. Finally, author will conclude the difficulties in local FCEO development from five aspects - organizational type, formation, industrial distribution, structure, and function. First, the organizations are small in scale, lack of energy in operation, and have single industrial chain; Second, the organizations offer low level and narrow scope of service; Third, the organizations are improperly structured, and the external environment is not perfect; Fourth, the organizations are not economically strong, and lack of stable source of income. Based on further investigation, there are five key issues that are withholding the development of FCEO in Guilin, even though the whole western regions. The five key issues are:1. The level of rural economic development and infrastructure development is not good enough;2. Most of farmer hasn’t realized the importance of FCEO;3. Lack of quality-oriented training system and professional members;4. Farmers are scattered, powerless and unprofessional,5. Local governments fail to supply sufficient support that includes technical and financial supports.In conclusion, to solve the FCEO problem in Guilin fundamentally, conflicts must be refined in detail, targeting at different levels from the micro, meso and macro dimensions. Consider the effect of individuals, system organizational structure and external factors associated with regulation.
