On the other hand, the problems of the customs human resources is prominent. The contradictions between the substantial increase in customs operations and the unreasonable allocation of human resources is increasingly prominent, too. How to adapt to the changes of the new situation, and how to solve these problems, is a big challenge to the customs.By dialectic consideration as the key methology, literature research, comparative research, surveying and system analysis etc. the dissertation reviews the theories of HR allocation at home and abroad.
