In project management, strengthening of human resources contribute to development and growth of members, the project will help improve the overall efficiency of the organization and contribute to the achievement of human resource value. Shandong Province Guihe Paper Group Co., Ltd. Has gained a tremendous development in recent years, but there are also constraints in the realization of the company's sustainable development.In order to enhance corporate enterprise's core competitiveness, the company decided to carry on high-strength corrugated paper technological transformation project with an 8-million ton/year. In order to better achieve the purpose of technical transformation projects, the company must strengthen allocation of human resources in project management This paper introduces the research background, research significance as well as research literature review and then explains the basic theory of human resources allocation in the project, focusing on analysis of the status and role of human resource allocation in project management.On this basis, the article conducts an analysisof 8 million ton/ year high-strength corrugated paper technological transformation projects and shows that the project background and status of human resources, and pointed out the existing problems about allocation of human resources.The paper carries on a brief analysis of the existence of the problem. Finally,the paper presents countermeasures and recommendations about optimization of human resources allocation in high-strength corrugated paper technological transformation projects, including improving human resources programs project selection and constructing incentive-based performance evaluation system, carring on promotion and training of the core project staff of the organization,and so on.In research methods, the paper makes use of an empirical survey and analysis methods, quantitative analysis and qualitative analysis method of combining, literature analysis.By this study reached, the following conclusions can be drawn:this project transform in company is the result of many factors; the problems that human resource allocation exist in reconstruction projects are:personnel structure is irrational, and low quality, motivate and inadequate performance; optimization of human resources allocation in transformation of this project are:achieve a post-optimized configurations, improve project selection and human resources programs and so on.In innovation, this emphasis on empirical investigation, and the conclusion is based on empirical facts and figures on the basis of empirical data.the paper highlights the qualitative and quantitative research; in improving responses, the paper proposes an incentive-based performance evaluation mechanism and to create the project team culture that reflects the very strong innovative.
