Information technology has become more mature and greatly accelerate the development of the global socio-economic, IT industry also got rapid development, the managers have to think about the problem of how to manage the IT companies, because from a practical point of view, while the IT companies show its vitality, the elimination rate is very high at the same time, software engineering and management experts found that, if the high-tech enterprises organize and management in accordance with the general low technology enterprise, lurking the decay condition from the beginning.Team Concept company was founded in2008, located in the reform and opening up window of the city-Shenzhen, its branch in Beijing, Shanghai, Qingdao and other places, the headquarters is located in High-tech industrial park Shenzhen software garden is one of the important software development and outsourcing enterprises, in recent years, management of the knowledge-type employees appears multiple difficulties, brain drain is serious, generally have no opinion of the enterprise, trust crisis to the enterprise future, low satisfaction and loyalty. Crucially, enterprises gradually realize that loss of the key talent management, affect the entire enterprise performance level, In unceasing explore, the company found that the reason is the enterprise performance evaluation system has got some problem.This paper aimed to study the performance appraisal of the company, Through to the enterprise current situation of performance appraisal,found many problems:the method of performance appraisal has low relationship with the enterprise strategic target employee inadequate understanding of enterprise strategic target; In the enterprise high level of the technical employee performance appraisal result is always good cannot arouse the enthusiasm of other employees, employee discontent rising; The results of the appraisal application is very narrow only for salary adjustment have some significance to other applications such as position adjustment with no sense; Lack of communication and feedback in the process of assessment the guiding role of assessment missing. According to the analysis of the above problems caused by the reason has several aspects:Enterprise performance evaluation method has been unable to adapt to current enterprise management requirements; poor in assessment management, process and results are a mere formality.Based on the above problems and reasons, The company use the balanced scorecard method to optimized and improved evaluation system, the process includes: Defined the Company’s strategic objective, establish enterprise balanced scorecard each dimension; Set up the index system and evaluation standard; Decomposition index system to the department and individual; Implementation of the balanced scorecard and regulate the processes and results.Through the design of the performance appraisal we found that, in the software enterprise, profit maximization is the goal of enterprise, high-tech talent is the most valuable wealth of enterprises. How to link the enthusiasm of staff and enterprise strategic goals, and how to combination the interests of the enterprise and employees closely is a important problem.Balanced scorecard performance appraisal system solve the present problems of the enterprise. Through the establishment of the performance appraisal method based on the balanced scorecard and the optimization of original performance appraisal system, solved the Team Concept software company present problems of the performance appraisal management, make the enterprise performance evaluation system highly associated with the company’s strategic target effectively ease the company’s performance appraisal problems such as poor communication and weak in result application, played a great role in promoting the employees and the enterprise development.
