The Research On The Present Situation Of Farmers, Income And The Policy To Increase Farmers’ Income In Jixi City

On the background of increasing level of agricultural productivity and production in our countrybut the slow growth rate of farmers’ income, this article tries to analyze the difficulties and challenges toincrease the income facing the farmers in Jixi through the research on the problem of how to increasefarmers’ income in ‘coal city’. Then the article explores the effective ways of how to increase thefarmers’ income in resource-based city, which has a certain theoretical and practical significance to thedevelopment of farmers’ income and rural economic in not only Heilongjiang Province but also even inthe resource-based cities in other areas.By the analysis of the problem of how to increase the farmers’ income, we find that, on the onehand, the rural areas develop very slowly by themselves; the level of large-scale production,industrialization and modernization is low; farmers’ awareness about market, brand and competition isweak; soil and environment issues can not be solved in a short time. All these internal factors affect theincreasing process of farmers’ income. On the other hand, the external factors, such as environment ofeconomic and social development in Jixi also restricts the increasing process of farmers’ income, forexample, government doesn’t take enough measures to support agriculture and rural areas, which makesthe investment on farmers’ training and social security fund are not adequate.This paper argues that it is an arduous and long way to accomplish the task of increasing farmers’income. On the one hand, government should make efforts to train new farmers, promote the applicationof high-tech measures, develop modern agriculture and make farmers want to be rich and have theability to be rich. On the other hand, by the improvement and innovation of various policies inagriculture and rural areas, we should continue to reduce the life and income gaps between urban andrural areas in order to accelerate the integration of urban and rural areas. Big cities should play a goodrole to help other cities, the leading enterprises and cooperative organizations should play a goodleading role. At the same time, All of the following measures can create favorable conditions forfarmers’ to increase income: increasing the investment in agriculture science and technology research,transforming scientific research to real production, making more appropriate policies and invest moremoney to support agriculture and rural areas, improving rural health care and employment security,concerning more about basic education and job training in rural areas.
