The core problem of the issues of agriculture, farmer and rural area is farmers’ income, the keyto solve the “Agriculture, Countryside and Farmer” issues is to promote the farmers’ income growth.In recent years, the government increased the intensity of concern for the issues of agriculture,farmer and rural area, and strive to increase farmers’ income from two aspects which includingimprove the family income and the salary income, and these measures in a period played the role ofincreasing the farmers’ income. But, the farmers’ income growth slow in recent years. Thisphenomenon leads to the following results: On the one hand, it influences farmer’s living standards,restricts the rural economy development and the promoting of the urbanization construction. On theother hand, it affects the steady development of the national economy and the harmony of thesociety.Shanxi Province, located in the middle of China, has two-thirds of rural population. Agriculture,rural areas and farmer issue are the main problems facing by Shanxi’s economic development. Therise of farmers’ income is the key to the success of Shanxi’s spanning development. After30yearsof development since the reform and opening up, farmers’ incomes have increased in a certain levelin Shanxi. However, compared to the national average, there are still some gaps. Farmers in generalwere not rich, especially due to recent years, with a slow income growth--both household operationsincome and wage income bottlenecks, and property income and transfer income need to be furtherenhanced. How to seek new ideas and resolutions to improve the farmers’ income in Shanxi hasbecome an urgent issue.This essay systematically introduces the theory of the farmers’ income, and then compares thestatus of farmers’ income with large amounts of data. After analyzing the factor that impact farmers’income growth, this essay proposed a series of suggestions to address these issues, includingincrease government transfer payments to rural health, culture, education, social security and otheraspects of efforts to promote farmers’ income growth by increasing transfer income.
