In recent years,for various reasons,farmers' per capita net income in JiYuan City has been keeping at a narrow growth rate.The overall low-income of farmers in JiYuan City has become a bottleneck for building a well-off society in an all-round way,and for building urban agglomeration in the central plains of China.This not only affects the improvement of the farmers' living standards;but also affects the food production and the supply of agricultural products;not only constrains rural economic development,but also restricts the overall economic growth in Jiyuan City;not only is associated with the uplift of countryside, but also has respect to achieve the goal of ensuring our people a relative comfortable life in village.Therefore,the problem of farmers' income increase is not only a major economic issue,but also has respect to Jiyuan City and even Henan Province,so as to the economic development of the central plains of China.We should solve the problem basing on the present practices,looking for quick short-term measures,and have our eyes on future.Following the designation "solving problems of agriculture,rural areas and farmers, is not only related to the comprehensive construction of a well-off overall social,but also is always the most important task of the party",which is put forward by Hu Jintao in our party's seventeen congress.We also should seek solutions to affect a permanent cure for farmers,and build up a long-term mechanism for formers' income increase from the development of social-economic integration between urban and rural.The most important is to correct the understanding of farmers,which is the prior condition for solving the problem of farmers' income increase,and further deepen the rural land system,agricultural industrialization system,the rural financial system,the circulation of agricultural products and other related institutional reform of the system on this basis,secondly,to get out of the "three rural" frame of a complete breakdown of binary City Rural structure,Jiyuan City should co-ordinate the development of urban and rural integration direction,and gradually bring rural education,taxation,urban and rural social security system into the overall development track,which is a key step to solve the problem of farmers income increase.In addition,in view of the vigorous foreign successful experiences and practices,we should increase financial input to the protection of agriculture,and pay attention to agriculture research and education,and raise the level of information in rural areas,and speed up agricultural standardization system for monitoring the quality,safety of agricultural products as well as the construction of a system, together with further shortening with international standards the gap.
