And they are the core of the regional industrial structure, so their development plays an important part in regional economic development. As a leader in power of the regional economy, the leading industries are the power and source of the whole industry’s progress. As a growth of the regional economic development, the leading industries can exert the regional advantages, can best utilize the regional resource, can promote the optimization and upgrading of the industrial structure, and can promote economic comprehensive, coordinated and sustainable development. Leading industries are the foundation and guarantee of the regional economic development, it suggests us that to scientific, reasonable or proper select and develop leading industries makes a great and profound significance to exert their comparative advantage, to adjust their industrial structure, to realize rapid development, to impel a catch-up strategy, and to narrow their gaps with developed areas.At present, Anhui province has entered a new stage of development and growth, and has produced a great and profound change of the economic characteristics and internal and external environment. During the "12th Five-Year Plan" period, Anhui province will face great opportunities for the economic development; accelerate the development of the golden age. And it is a key stage of the "catch-up" strategy and the first to rise in the middle area. Having referred to theoretical achievements of the leading industry and the macro background of the "12th Five-Year Plan " of Anhui Province, the dissertation strive to the scientific, reasonable, and proper identification for the leading industry, and give full play the guiding and driving action. The selection and cultivation of leading industries is the key link and core content of the transformation of economic growth mode and the optimizing of the industrial structure, and it is an important way to realize comprehensive, harmonious, and sustainable development. And it is not only conducive to highlight key, produce an advantage, but also beneficial to enhance competition ability, and drive Anhui economy sound and fast development.Based on the analysis and research of the literature to leading industry theory, the dissertation summarizes the results of previous research, and gives a new defined to the concept and connotation of leading industries. Based on the theory of selecting leading industry and the research of Anhui, the author discusses the construction principle of the selection and evaluation system, and constructs the selection and evaluation system of Anhui leading industries. By using the gray comprehensive evaluation method, the dissertation carry out empirical analysis in the light of Anhui industry economy and statistics data, and qualitative analysis in the light of the actual development of Anhui industry and economy, and finally comprehensive determine the "12th Five-Year Plan " leading industries of Anhui province. In the above-mentioned theoretical and practical analysis, combined with the current economic development situation, the author puts forward relevant policy suggestions for the Anhui "12th Five-Year Plan" leading industries. |
