At present,the implementation of China’s new infrastructure construction strategy has,to a certain extent,caused changes in the industrial structure of the manufacturing industry and pushed China into a new economic cycle.Along with the changes in the impact of policies on the development of the industry,the leading industries around the city have also changed.The priority development of the leading industries can drive the growth of other industries in the city,promote the optimisation and upgrading of the industrial structure and achieve stable and long-term economic development.For City B itself,as an old industrial city,there are problems such as imbalanced industrial development,over-reliance on a single industry,late start of new industries,low technological content and shortage of scientific and technological talent resources,which seriously hinder the optimisation of industrial structure and sustainable economic development.This paper is based on the analysis of relevant research results at home and abroad.Based on the analysis of relevant research results at home and abroad,this paper uses Rostow theory,comparative advantage theory,industrial association theory,diamond theory and Boston matrix theory to discuss the evaluation of industry selection and industrial development policies.In view of the complexity of the choice of leading industries,this paper evaluates them from two dimensions: the level of industrial development and the efficiency of industrial operation.On the one hand,based on seven different selection benchmarks,such as growth potential,comparative advantage and economic efficiency,and combined with the development level of industries in terms of market prospect,industrial foundation and resource advantages,an index system is constructed and the development level of manufacturing industries is evaluated through the hierarchical analysis method.On the other hand,an index system based on input-output industrial operation efficiency is constructed and the super-efficiency SBM model covering non-expected output indicators is used to evaluate the operational efficiency of manufacturing industries.Finally,considering the evaluation results of the two dimensions,the manufacturing industry in city B was classified into "high development level-high operational efficiency","high development level-low operational efficiency","low development level-high operational efficiency" and "low development level-high operational efficiency"."By selecting and identifying the leading industries and analysing the evaluation results of each industry,we the results of the evaluation of these industries are analyzed and corresponding policy recommendations are proposed.
