Today is the era of a rapidly evolving. As technology innovation, market opening, economic development, industry competition and the competitive environment of telecommunications industry are also changing. The traditional pyramid-type business organization cannot adapt to changing environment, fierce competition. Organizational structure is the carrier of development and the basement of strategic achievement and process implementation, its significance is self-evident. Early organizational design tends to the division of labor, efficiency first; based on strategic, process-centric organization design theory are showing a clear trend to replace the traditional efficiency-based organization design. This paper try to summarize a set of methods, which based on theoretical research, combined with a case study of company X. This method can be used in the enterprise and improve the dynamic adjustment process, so that enterprises in the face of changing competitive business environment and continuously adjust the direction of development, the organization can make timely adjustments to conform to the development of enterprises, promote enterprise development. The main contents of this paper are as follows:Part of theoretical studies:firstly, article briefly describes the background and significance of optimization of the organizational structure, structure of paper, research methods; secondly, the paper describes concepts and principles of organizational design, and the theoretical basis for this study-based on strategic organizational design, process-based organizational design; finally, the paper analyzes the common organizational structure problem for the China business. Part of case study:firstly, the paper introduce X company profile, business strategy, organizational structure, summarize existing problems, and find the reasons behind the existing problems, and point out the direction of structural optimization for the organization; secondly, the paper design optimization based on strategic analysis, personnel interviews, questionnaires, job analysis and so on; finally, the paper elaborate expected effect of the optimization program and implementation conditions.This paper summarizes the organizational structure of the optimization method, applied to the face of rapidly changing business environment, despite many shortcomings, but would like to serve as a catalyst to live now in this era of rapidly changing business.
