| After electric power system reform, different type of thermal power enterprises have produced because of differences in historical origin, competitive advantage and strategic goal, which management control mode are widely divergent. It has been urgent affairs in enterprise as how to select sustainable development and perspective of value creation, construct organization flow suitable for enterprise,when facing the influence of international and domestic macroeconomic situation, government supervision strengthen, fiercer competition, change of manage environment, resources comprehensive utilization, and to energy saving and environmental protection.This paper is based on the background of the target of constructing international first-class coal energy enterprises which proposed by Shenhua Group, and making top in Shenhua Group of GuoHua power company. According to the comparative standard management of organization flow optimization, equipment management, business indicator, enterprise culture, the paper actively organize scholarship, implement structure optimization, and construct international first-class thermal power enterprises.Organization flow optimization is studied in this paper, which as an important subject in ShenHua GuoHua power company. Through analysis, comparison and optimization, find deficiencies and put forward optimization scheme by using basic theory of process optimization.Key process and key posts are designed and departmental function are determined based on the new organization structure, with the new built2x600MW units as example.
