Human resources management outsourcing in their own management content is enteiprise, level, and enterprise development objectives and strategies, and on the basis of the management of the non-core functions or content to the care of other have the corresponding qualifications of specialized organization and implementation, so as to make their own time and resources, focus on core business development, the realization enterprise strategic task. In order to overcome not sure competition environment, to gain market advantages, human resources management outsourcing (HRMO) more and more small and medium-sized enterprises to choose to reduce the cost of enterprise management and win the competitive advantage of human resources management strategic goals.In our country, the small and medium-sized enterprises at present since reform and opening-up, made brilliant achievements, for the healthy development of the national economy coordination made great contribution. But of the small and medium-sized enterprise human resources management development still is in start level, there are many problems, and become the bottleneck of restricting the development of small and medium-sized enterprises, such as isn’t solved, it will affect the development of small and medium-sized enterprises, and restricted the improvement of competitiveness. Therefore, how to solve the small and medium enterprise human resources management problems, become small and medium-sized enterprises in solving problems. Human resources management outsourcing as a new type of management mode, for small and medium-sized enterprises effectively solves the problem of human resources management provides new channels and mode.In this paper the theory of human resources management outsourcing on the basis of analysis, first of all, through SWOT method analysis of the small and medium-sized enterprise implementation of human resources management outsourcing advantages and disadvantages of the internal and external opportunities, threats; Secondly, this paper expounds the small and medium-sized enterprise human resources management outsourcing may meet with various kinds of risks; Finally, in the above research, and on the basis of small and medium-sized enterprises for human resources management outsourcing strategies of SWOT matrix, and based on this outsourcing strategies to achieve for small and medium-sized enterprises in China human resource outsourcing provides a theoretical and practical guidance.
