The Department of human resource management occupies much cost of large enterprises, which often does the repetitive work in the sector, accounting for a considerable number of resources, but it is difficult to see the benefits which the department produces and the department of human resources management is an essential part of the enterprise. How to eliminate the contradiction between the two, and make full use of human resource management are difficult problems for a large number of enterprise managers. Outsourcing as a new type of management, which is seen in the production and operation activities, brings about the enormous economic benefits for the enterprises. The appearance of the outsourcing caused great attention by the officers of department of human resource management. It is a new type of human resource management - human resource management outsourcing, which connects the human resources and the outsourcing.The small and medium-sized enterprises play the pivotal role in our national economy; its development also arouses the social interests which is illustrated in various aspects of society. Generally speaking, the scale of the small and medium-sized enterprises is small, the fund is limited, and so many enterprises don't have the independent department of human resources. Even if they have it, it is also not perfect and normalized, thus the function of the human resources can not be able to display completely, and further seriously restrict the development of the small and medium-sized enterprises. In recent years, the rise of human resources management outsourcing in China provides an effective solution to the management of human resources for the small and medium-sized enterprises.This paper first elaborates the theory of outsourcing and its related theories about the human resources management outsourcing, and the content and rationale of the human resources management outsourcing home and abroad, mainly includes: transaction cost theory, core competitiveness theory, resources view theory, resources interdependence theory, supply chain management theory and request - proxy theory. Second, the thesis explores the importance and the feasibility of human resources management outsourcing in accordance with the characteristics and the overview of China's small and medium-sized enterprises, and the core of this paper, introduces the method of analytic hierarchy process and fuzzy comprehensive evaluation into the content of selection and decision-making strategies for the human resource management outsourcing of small and medium-sized enterprises. Combined with statistical data from networks and the director or staff of the human resources, this thesis aims to obtain first-hand information from the questionnaire by means of the combination of qualitative analysis with quantitative analysis, and to verify the hypothesis through their statistical analysis, finally the author puts forward the decision-making strategies of the human resource management outsourcing for the small and medium-sized enterprises. At the same time, on the basis of the analysis of the related factors which will influence the resource outsourcing on the enterprises, draw the important factors which will be getting in decision-making.The fourth chapter, elaborates the huge benefits which derives from the outsourcing, also includes the enormous risk on the basis of the analysis of the process of human resources management outsourcing, like the outsourcing service provider chooses, the enterprise information to divulge a secret improper, the cultural difference, the extra cost to increase and so on, which can possibly bring the loss to the enterprise, and proposes the simple measures for it. The fifth chapter will take L Corporation as the example, aims to apply the method, the policy-making strategy and the research procedures to the study of human resources management outsourcing for the enterprises. Finally, the thesis makes the conclusions for this research, and puts forward some suggestions for the direction of the future research.
