With the depth development of China's opening to the outside world,small and medium-sized enterprises in the increasingly important status in the development of national economy.Due to small size,but small and medium enterprises limited funding,financing difficult problems,such as constraints,most enterprises in the process of operating a series of human resource management problems,such as management resources,personnel management system is not reasonable,and the lack of human resources strategic planning,etc.Therefore,human resources outsourcing become a fundamental shift in small and medium-sized enterprises strong driving force.To implement the human resources outsourcing to integrate the advantage resources,focus on developing their own strategic business,enhance the competitive advantage of enterprises in the fierce market competition.Based on the risk of small and medium-sized enterprise human resources outsourcing as the research object,this paper briefly describes the research of small and medium-sized enterprise human resources outsourcing risk and countermeasure of the background and significance,summarizes the domestic and foreign scholars to the human resources outsourcing,outsourcing risks and countermeasures of the current state of theoretical research on outsourcing risks,for small and medium-sized enterprises,human resources outsourcing,risk concept,theory has carried on the comprehensive elaboration.The research methods of this paper mainly include literature research,environmental analysis,survey research and qualitative analysis.Through a variety of research methods,from the two dimensions of risk sources and outsourcing process,this paper studies and identifies the risks of human resource outsourcing in small and medium-sized enterprises.And T municipal districts based on a questionnaire survey of the small and medium-sized enterprises,from two angles of theory and practice of small and medium-sized enterprise human resources outsourcing risk has carried on the comprehensive analysis,and proposes the countermeasures against these risks.The aim is to provide scientific and safe and effective management mode for small and medium-sized enterprises,reduce costs,improve efficiency,enhance core competitiveness,and promote healthy development of small and medium-sized enterprises.
