Food security is a major event of the development of the country, food production changes related to the over one billion people in China’s food problem, therefore, in today’s situation, food security is also growing by experts concern. A method of increasing food production by expanding plantings, and the other is to increase food production has been shown that the quantity and quality of arable land resources together in the grain production capacity. Therefore, the discussion of the coordinated development of the arable land resources and food production from the root to find methods to increase grain production, the health of food production, sustainable development is of great significance.Goal of this research revolves around the issue of the cultivated land use change on food production and expand the food security, sustainable development, land use/cover change, land scarcity theory and other disciplines of theoretical knowledge based on theoretical research and empirical research, qualitative and quantitative analysis methods. This paper as a study area, Hubei Province, Gong’an County of the quantity of arable land resources and quality change on food production capacity, under the premise of full understanding and analysis of natural and geographical conditions of the county public security and socio-economic status, according to statistics Gong’an County calendar the field survey data, the status quo of arable land resources, on the basis of the analysis of the amount of cultivated land change and changes in food production, the quality of arable land change analysis, and analysis of the impact that changes in quality of arable land for food production. On this basis, for the cultivated land quantity and quality of the current status and food production situation individual counter measures and suggestions. Adopted the following conclusions:(1)Uniform distribution of the number of arable land resources of Gong’an County, increase in the number of two decades, but the relative rate of change is small. The Gong’an County of land use types changed little. The increase in the number of cultivated land resources comes mainly from land development, consolidation and reclamation.(2)Arable land changes in the quality of the county public security, refer to the relevant study at home and abroad, selected13indicators to establish the index system. Through the analysis, in2011the quality of cultivated land second-class land largest proportion, first-class to take second place, and the five, the proportion of the minimum; In the distribution, first, second class in all the villages have distribution, five, small amount, the proportion of the small, only in three towns have distribution. On this basis, comparing the2003and2011quality of arable land, the proportion of first-class, second, five-class is increase. The third class and four is reduced; from the spatial variation analysis, the greatest change is Maojia Town and the Lion Town.(3)Based on the analysis of arable land quantity and quality of change, according to the amount of cultivated land, the rate of change and food production, the rate of change of the correlation analysis, in2003, the amount of cultivated land change on grain yield greater impact after2003, arable land for food production impact of reduced quality of cultivated land change between2003and2011were compared, a comprehensive analysis of the period of arable land quantity and quality changes on food production.
