The land is the foundation of human survival and the basis of development of social economic of a country. The cultivated land resource is the essence of the land resources, which is an important carrier of food production and material foundation but also is a guarantee to ensure food security. The quantitative change of cultivated land concerned our country agriculture and national economy to be able to develop continuously, effected the national food security> economic security, even political security. So, the cultivated land resourse is exceeding rares have already become bottleneck for the food security. More than 13 hundred million populations in our country at present, moreover, there has a trend that population continued growthing in the future. On the other hand, large agricultural land rapidly decreased for the industrialization and urbanization. The contradiction between the cultivated land and population lead to the cultivated land per capita reduced year by year, which a certain extent safety is impacted to food security. So we must protect cultivated land resource, which can insure food security effectively in our country.Shandong Province is one of the provinces famous for its farming production, also an economical and agricultural province, which is one of the 13 food production bases with important country, it produce food not only supply a need for the province people's demand and the expense, but also provide for some provinces that lack of food production. Thus it can be seen that, the quantitative change of cultivated land in Shandong Province play an important role in food security in our country. Since we introduced the reform and the open policy, owing to accelerated industrialization and urbanization as well as increasing of population, which cause the cultivated land resources to receive the land use of the competition between industry and city, massively cultivated land was used by non-agricultural. At the same time, because of soil erosion> industrial solid waste,heavy use of pesticides and fertilizers, which have affected the quality of cultivated land and grain quality in Shandong province. Owing to all above cause, the thesis set the Shandong Province as object, according to the statistical and social economic material in Shandong Province since 1978, analyzed the quantity change of cultivated land resource in recent 30 years, we can see that the growth of population,economic development and advance of agricultural science technology were the three major driving factor acts by analysis the 13 factors that effect the quantity of cultivated change. Among in the conclution, population growth and economic development were the main impact-factor, followed by agricultural science technology. Secondly, the article analyzed commissariat produce state of Shandong Province, the results show that the cultivated land change is the major influence factors that effect the total output of food. Thirdly, combine the cultivated land and food production, analyzes the cultivated land change effect of the on food production from the area sown to grain,food output and unit area yield. Finally, the article discuss on the cultivated land protection mechanism according to the actual situation of the Shandong Province, which providing reference for effective use of farmland resources.
